Must be a heavy rain or some rigid, frame mounted weather striping as mine has been in a soaker rain all and only slightly weeps from any of the tow holes.

Make sure both bottom holes are not blocked.

Yes, my 2016 has the frame mounted rubber. You may have to investigate as to whether the weather striping is installed correctly.
